Michael Humphreys was appointed Pennsylvania’s Insurance Commissioner on February 28, 2022, and was unanimously confirmed on June 27, 2023. In this role, he’s responsible for regulating the state’s insurance market, supervising licensed professionals, monitoring the financial health of insurance companies, educating consumers, and ensuring fair treatment for all residents.
Under the direction of Governor Shapiro, Commissioner Humphreys has prioritized mental health and substance use disorder parity within the Commonwealth. His leadership has resulted in strengthened reviews of mental health and substance use disorder coverage in 2024 health plans, as well as market conduct examinations designed to ensure insurer compliance with parity laws. These initiatives are aimed at holding insurers accountable and guaranteeing that benefits are covered fairly.
Humphreys joined the Pennsylvania Insurance Department (PID) during the launch of Pennie, the state-based health insurance exchange established by Act 42. Pennie was created to provide high-quality, affordable health insurance plans for Pennsylvanians. Its introduction marked a significant advancement in the state’s healthcare landscape, and it continues to be a critical source of affordable coverage for hundreds of thousands of residents.
He also co-chaired the Behavioral Health Commission for Adult Mental Health, which advised the legislature on how to allocate $100 million to address adult behavioral health needs.
Prior to his appointment as Commissioner, Humphreys served as Chief of Staff for the Insurance Department, beginning in September 2019. Before that, he was Assistant Commissioner for Insurance at the Tennessee Department of Commerce and Insurance (TDCI), where he oversaw the Insurance Division’s reaccreditation by the National Association of Insurance Commissioners.
Humphreys earned a Master’s in Public Administration from Bowling Green State University and a Bachelor of Arts in Political Science from the University at Buffalo.
