    California Officials Uncover $216,000 Insurance Fraud Scheme Targeting Car Accident Victims

    A comprehensive investigation by the California Department of Insurance (CDI) and the Inland Empire Automobile Insurance Task Force has uncovered an extensive insurance fraud ring operating across Southern California. The scheme, which targeted car accident victims in the Inland Empire, has resulted in the arrest of 16 individuals and warnings to drivers about predatory tow truck companies.

    Key Details of the Insurance Fraud Scheme

    The investigation, which began in November 2022, revealed that a non-sworn California Highway Patrol (CHP) employee, Rosa Isela Santistevan, allegedly sold traffic collision reports to the ringleader, Andre Angelo Reyes. These reports contained sensitive information about accident victims, which was then used to contact and deceive them.

    • Esmeralda Parga, an associate of Reyes, impersonated insurance companies to coordinate the towing of vehicles to specific repair centers.
    • Tow truck drivers from JR Tow and B&M Tow allegedly participated in the scheme, transporting vehicles to Certified Auto in Buena Park.
    • The repair shop demanded cash payments from insurance companies in exchange for releasing the vehicles.

    Evidence and Charges

    Search warrants executed during the investigation uncovered over 3,500 CHP traffic collision report face pages from Parga’s residence. Evidence also revealed that the ring was involved in other types of insurance fraud, including collusive collisions. The task force determined that the ring illegally collected over $216,932.

    Reyes and Diana Villa Pineda were charged with tax evasion totaling $136,408 by the Riverside County District Attorney’s Office.

    Warning Signs and Prevention

    To avoid falling victim to similar scams, the CDI has issued warnings about suspicious tow truck activity:

    • Tow trucks arriving at accident scenes before being called
    • Drivers specifying the repair shop without being asked
    • Requests for rideshares or signing documents
    • Unsolicited contact from individuals claiming to represent insurance companies

    Drivers are advised to verify tow truck legitimacy with their insurance providers or wait for official CHP verification.

    The investigation highlights the importance of vigilance and due diligence following a car accident. By being aware of these warning signs, drivers can protect themselves from falling prey to fraudulent schemes.
