The Registration and Licensing Authority (RLA) in Chandigarh has implemented a strict measure against drivers with multiple unpaid challans. As of March 2025, drivers with five or more pending challans will be unable to obtain vehicle insurance and pollution certificates. The transport department has placed these defaulters on the non-transaction list, restricting them from carrying out various vehicle-related transactions.

- Restricted from transferring vehicle ownership
- Restricted from renewing registration certificates (RC)
The only transaction allowed for these defaulters will be road tax payments. These restrictions will remain in place until the pending fines are settled. According to recent data, approximately 1.43 lakh drivers in Chandigarh have been fined five or more times but have not paid the challans. Shockingly, RTI data reveals that over 7,600 commuters have been fined 25 times or more in the past five years.

The RLA had issued show-cause notices to these defaulters in January 2025, but many failed to respond within the stipulated time. The transport department is now considering further action, including suspension of licenses and vehicle registration against the defaulters.
