The Registration and Licensing Authority (RLA) in Chandigarh is taking a firm stand against drivers with a history of unpaid traffic fines. Effective immediately, individuals with five or more pending challans will be barred from obtaining vehicle insurance and pollution certificates. This action aims to enforce traffic regulations and ensure compliance with existing rules.
The transport department in Chandigarh has placed these drivers on a non-transaction list. This means they will be unable to carry out essential transactions such as ownership transfers or renewals of registration certificates (RC). Furthermore, pollution certificates, which must be renewed every six months, will also be restricted. The only exception will be for road tax payments.
This measure affects a significant number of drivers. According to reports, approximately 1.43 lakh drivers in the city currently have five or more unpaid challans. Data obtained through the Right to Information (RTI) also reveals that over 7,600 commuters have accumulated 25 or more fines in the past five years. In January this year, the RLA issued show-cause notices to these drivers, but many failed to respond within the specified timeframe. The department is also considering the suspension of licenses and vehicle registrations for those who continue to default.
These restrictions are in line with central government regulations and are now being implemented in Chandigarh. The restrictions will be lifted once the pending fines are settled.
