Insurance Business Unveils 5-Star Wholesale Brokers and MGAs for 2025
Insurance Business America (IBA) has released its 2025 list of the best wholesale brokers and managing general agents (MGAs) in the United States. The rankings are based on a survey of U.S. retail insurance brokers.
According to new data collected by IBA, U.S. retail insurance brokers are increasingly engaging with wholesale brokers and MGAs. The publication’s survey found that 33% of responding brokers conducted at least half their business through wholesalers or MGAs in the past year. This is a significant increase from the 23.35% reported in 2024.
This trend reflects larger changes in the insurance industry, as brokers seek greater access to specialized underwriting and niche expertise.
Selection Methodology
To identify the top performers, IBA surveyed retail insurance professionals across the country. Respondents evaluated their wholesale partners on a scale of 1 (poor) to 5 (excellent) across ten key performance metrics.
The metrics used to evaluate the wholesale partners included:
- Ability to place niche or emerging risks
- Compensation structures
- Geographic capabilities
- Marketing support
- Responsiveness
- Pricing competitiveness
- Breadth of product offerings
- Industry reputation
- Technical knowledge
- Use of technology and automation
Wholesale brokers and MGAs that received an average score of 4.0 or higher in any single category were recognized with a 5-Star designation. Those that achieved a 4.0 or higher across all ten categories were labeled All-Star partners.
In addition to service performance, the survey asked brokers to identify their top three wholesale partners by line of insurance across 20 major coverage areas. The leading three in each category were awarded gold, silver, and bronze rankings. MGAs also competed for a “Brokers’ Pick” medal, awarded to the most frequently cited products.
