Mangrove Property Insurance Company has announced key additions to its executive team, positioning itself for growth in Florida’s property insurance sector. The company appointed Tim Cotton as Chief Operating Officer, alongside four other executive hires, as revealed on Tuesday.

Cotton brings three decades of industry experience to the role, with 28 years focused on the Florida market. His background encompasses leadership roles in underwriting, policy services, claims, marketing, and sales. Mangrove credited Cotton with contributions to innovative repair options and home restoration programs.
“Great companies are built by great teams. Mangrove is determined to be a long-term, stable property insurance solution in Florida, and is dedicated to a high level of underwriting and claims service,” stated Stephen Weinstein, CEO of Mangrove. “Our strategy requires experienced, expert and ethical leadership. We’re grateful that Tim, who embodies those attributes, has elected to join Mangrove and our outstanding leadership team.”
In addition to Cotton, the company has appointed Chris August as Head of Distribution. August has more than 23 years of experience in a variety of insurance industry roles. Allan Franklin, a Certified Public Accountant and Certified Fraud Examiner, assumes the role of Chief Financial Officer and Treasurer. Eduardo Miranda was appointed Senior Vice President of Risk, Underwriting, and Analytics. Miranda offers over 25 years of experience in underwriting, catastrophe modeling, reinsurance, and data analytics, most recently with Universal North America Insurance Company. Brian Turnau was named Claims Director and brings experience from numerous major weather events.
Mangrove received approval earlier this year from the Florida Office of Insurance Regulation to provide property and casualty insurance. Furthermore, the company is approved to take over homeowners’ and dwelling property policies from Citizens Property Insurance Corporation during the depopulation periods of April and June 2025.
