Mangrove Property Insurance Appoints New Leaders
Florida property insurer Mangrove Property Insurance has announced several promotions to key leadership positions, solidifying its commitment to providing long-term solutions in the “Sunshine State.” The company, founded by former Bermuda reinsurer Stephen Weinstein, is focused on building a stable and experienced team to serve the Florida market.
Tim Cotton Named Chief Operating Officer
Among the significant appointments is Tim Cotton, who has been named the new chief operating officer. Cotton brings three decades of industry experience to the role, with 28 years specifically focused on the Florida property market.
A spokesman for Mangrove noted Cotton’s established relationships with independent agents and reinsurers will further strengthen the company’s position. Cotton’s responsibilities include underwriting, policy services, sales and marketing, and claims. He is also recognized for his innovative work in developing option-to-repair and home-restoration programs.
CEO Stephen Weinstein emphasized Mangrove’s commitment to stability in Florida, stating, “Our strategy requires experienced, expert and ethical leadership.”

Several other executives are stepping into leadership roles at Mangrove:

- Allan Franklin, Chief Financial Officer and Treasurer
- Eduardo Miranda, Senior Vice-President, Risk, Underwriting, and Analytics
- Brian Turnau, Claims Director
Weinstein, who previously worked at Renaissance Re, launched Mangrove in January. The insurer has received approval from Florida’s Office of Insurance Regulation to assume homeowners and dwelling properties policies from Citizens Property Insurance Corporation, with plans to leverage this approval on policies during the April and June 2025 processes. Mangrove holds a financial stability rating of A, Exceptional, from Demotech.
The firm is poised to begin offering new homeowners coverage outside of Citizens on a voluntary basis soon.
