Mitch Livingston, President & Chief Executive Officer of NJM Insurance Group, will retire on July 31, 2025. His departure concludes a 19-year career with the company, including seven years as its leader.
Carol Voorhees, NJM’s Executive Vice President & Chief Operating Officer, has been chosen by the Board of Directors to take over from Livingston. Edward Stern, Chairman of NJM’s Board of Directors, stated that Livingston “skillfully led NJM through the most transformational period in the Company’s history, expanding its products and geographic footprint to become a full-service, multi-line regional carrier.” He added, “Throughout the expansion, NJM remained focused on its policyholder service mission. I am extremely grateful for Mitch’s leadership and commitment to serving policyholders – especially during the unprecedented COVID pandemic.” Stern further noted that Voorhees was the unanimous choice to succeed Livingston and lead the company due to her “experience promoting innovation, along with her commitment to NJM’s policyholders.”

During Livingston’s tenure, NJM received several accolades from national organizations:
- J.D. Power ranked NJM as the #1 Insurer in the nation for Auto Claims Satisfaction in 2024.
- J.D. Power certified NJM for providing Personal Lines customers with “An Outstanding Auto Claims Experience” annually since 2018.
- Ward, a business unit of Aon and a leading benchmark provider for the insurance industry, named NJM a Ward’s 50® Company for financial performace and operational efficiency every year since 2022.
Livingston commented, “It has been a privilege to serve NJM as President & CEO, and I am proud that the Board has elected Carol as my successor.” He continued, “Carol is a proven leader and an instrumental partner in our strategic expansion. She has led our data analytics transformation and has overseen NJM’s Personal Lines, Marketing, IT, and Project Management departments. Carol is perfectly positioned to advance NJM’s strategic plan while ensuring we stay true to our mission.”
Voorhees joined NJM in 1996 as a systems analyst and progressively took on roles of increasing responsibility. She was appointed Senior Vice President & Chief Information Officer in 2018, becoming part of the Executive Leadership Team. In 2024 she was named Executive Vice President & Chief Operating Officer.
