If you’ve ever renewed your vehicle registration and been pressured to buy compulsory third-party liability (CTPL) insurance even though you already have comprehensive insurance, here’s the deal: you don’t need the CTPL in that scenario. Seems obvious, right? Apparently not to some folks working at the Land Transportation Office (LTO).
According to a Manila Bulletin report, this issue was clarified during a Senate committee hearing on October 2. Senator Raffy Tulfo and Insurance Commissioner Atty. Reynaldo Regalado addressed the matter. Tulfo has raised this concern multiple times this year. In June, Department of Transportation Secretary Jaime Bautista also said that if your existing comprehensive insurance includes TPL coverage, there’s no need to purchase CTPL separately.

“If [the LTO] are doing the right thing, the vehicle owner should not be charged with TPL,” Regalado stated to the Senate, further adding, “The problem is on the [LTO frontline].” He mentioned that he has scheduled a meeting with the LTO to provide a refresher course regarding vehicle insurance policies. This refresher will assess LTO frontliners to ensure they can confirm if a comprehensive insurance policy actually includes the required TPL coverage.
