    Texas Considers State Aid for Coastal Schools Facing Rising Windstorm Insurance Costs

    nnFor context, the insurable value of the district’s property is approximately $286 million. Before Hurricane Harvey, the loss limit was $100 million. The loss limit is the amount the insurance covers after the deductible is met. nnAccording to Superintendent Steinbruck, the district is spending significantly more on property and windstorm insurance compared to similarly-sized districts located away from the coast. For a long-term solution, the Flour Bluff ISD school board is hoping state lawmakers will intervene.nnThe Texas House of Representatives is currently considering House Bill 2, which deals with education topics, including school property and windstorm insurance. The original version of the bill proposed providing coastal school districts with additional state aid to cover the increased costs associated with property and casualty insurance. The aid allotment would be $55 per student, based on the district’s average daily attendance.nnFlour Bluff ISD had an average daily attendance of about 5,212 students in 2023-24. If attendance and enrollments stay consistent, the insurance state aid could amount to around $286,000 annually. Port Aransas ISD, located on Mustang Island, faces a similar situation; their average daily attendance was about 490, which would amount to approximately $27,000 for the district at the proposed per-student rate. ” }
